Commercial Manager - Mixed Use Development

Hays Property and Surveying are seeking a highly experienced Commercial Manager to join an dynamic Public Sector organisation to help deliver a large mixed-use development in Hampshire

The organisation are looking to set the standard for community led development and are now embarking on an exciting and ambitious landmark development programme. After recently acquiring a large development site, the organisation now have plans to roll out multi-phase scheme consisting of a over 1000+ homes, schools, community facilities and a large proportion of employment land.

Your new role
As the Commercial Manager, your role will be to work alongside the Project Director in preparing and implementing the commercial framework and strategy for the project. You will be responsible for managing all budgets and cash flows, as well as providing feasibility analysis, financial appraisal and viability recommendations. In addition to this, the effective management of stakeholders, partners, colleagues and external project teams will be a key element of the role, to ensure successful delivery within the agreed timescales, budgets and quality standards.

Specific responsibilities will include, but not limited to;

• Participate in the preparation of the commercial strategy
• Provide feasibility studies, financial appraisal and viability recommendations to the Board
• Oversee all project related budgets and cost centres including planning, design, infrastructure, construction etc
• Procure, manage and engage with external consultant teams, partners and key stakeholders
• Undertake commercial and legal contract negotiations related to the project
• Review and authorise internal and external bills related to the project
• Provide updates and reports on project progress in relation to cost and budgets

What you'll need to succeed

To succeed as the Commercial Manager you will need;

• Degree qualified in a relevant field i.e Quantity Surveying / Construction Management
• Strong experience in developing and managing commercial strategies for large-scale developments
• Previous experience of budget management, cost control, financial appraisal, contract procurement and project feasibility studies
• Adept in contract negotiations, progress report writing and outstanding programme leadership skills
• Able to present and report at board level, managing a variety of third parties
• Desirably, hold a relevant professional accreditation such as RICS/CIOB/PRINCE2
