NHS England and NHS Improvement have an exciting opportunity for exceptional regional property leaders to play a key role supporting the NHS to deliver the Governments’ £3.3bn disposals programme to help transform and improve health and social care throughout England.

Sitting within NHS England and NHS Improvement, the Strategic Estates Planning (SEP) team support local health service transformation through the following targets:

  •  Support the transformation of the NHS estate through the development and delivery of robust, affordable local estates strategies that include delivery of agreed surplus land disposals across all STP (sustainability and transformation partnership) areas
  •  Dispose of surplus NHS land sufficient for 26,000 homes by 2020
  •  Relatedly, generate £3.3bn of capital receipts up to 2022-23
  •  Drive improvements in operational estates efficiency, including increasing utilisation of existing buildings and addressing critical infrastructure risk.

As Regional Property Transaction Lead, your role will be to support NHS trusts to ensure it achieves these targets. Your responsibilities will include:

  • Providing independent strategic disposals advice to NHS trusts and taking the role of informed client in appointing other professionals and discussions with purchasers
  • Ensuring that disposal plans optimise value/outcome including reviewing options for planning, increasing the site area for disposal, alternative disposal strategies and reviewing complex deal structures
  • Identifying new disposal opportunities for trusts in addition to those already identified
  • Managing the pipeline of disposals across all NHS provider trusts within your region
  • Reviewing and advising on land and property disposal business cases
  • Providing specialist expert advice on wider estates proposals where they are linked to disposals, through the review of estates strategies, estates work programme reviews and capital investment cases
  • Supporting the policy, processes, guidance and controls for disposal planning and in-year management of the disposals pipeline for your region

You will need to ensure effective management and coherent strategic frameworks are in place to deliver these objectives and represent NHS England/Improvement and their interests at regional/public meetings/events as required, acting independently, decisively and effectively in sensitive and political situations.

Commercial expertise in the disposal of a range of property assets is essential. You will need proven board level experience of leading and delivering complex change and strategy development programmes in a politically sensitive and complex environment. Typically you would have a commercial background as a development surveyor, disposal agent and or valuation surveyor.
