We are at the forefront of delivering the largest estates transformation programme across Government – Building Our Future Locations – which is responsible for delivering Phase One of the Government Hubs Programme, including the 13 regional centres, transitional sites and specialist sites, which are due to be completed in the early 2020’s.


About the Role
The Estates Surveyor supports the Property Team within Estates Transformation. As the Estates Surveyor, you will act for HMRC as an Estates Surveyor in managing the national HMRC estate comprising of offices and ancillary premises held by HMRC.

You will manage and negotiate lease events such as lease renewals, lease re-gears, lease breaks, rent reviews, landlords consents, assignments and sublettings, dilapidations claims, etc. in line with HMRC's estate strategy and to deliver VFM in the most efficient, effective and economic use of public funds.


Key Responsibilities
The key areas of responsibility are recognised as but are not limited to:

  • Negotiation of property transactions of all types and management of staff and external consultants to achieve excellent commercial settlements.
  • Provide specialist information on lease obligations, together with providing appropriate technical assessments and reports on ancillary property issues.
  • Work collaboratively with colleagues in the Property Transformation team to respond to peaks and troughs in workloads.
  • Monitor and maintain all lease activity including vacations, rent reviews, lease renewals, licences and other landlord and tenant transactions, including agreement of all supporting documentation on behalf of the Department.
  • Provide technical advice for appraisals relating to new projects, where HMRC can proactively influence outcomes.

 

Experience and Qualifications
Essential

  • A demonstrable track record of negotiating commercial property transactions including the ability to effectively interpret leases and understand the underlying legal obligations.
  • Working knowledge of legislation, innovations and work practices in commercial property management, such that assurance can be given that all transactions undertaken conform to and comply with current statutory instruments, regulations, Codes of Practice and other recognised industry standards.
  • Identifies and instigates collaborative opportunities and manages the benefits realisation plans.
  • Demonstrates a conscientious approach to meeting internal and external customer needs and delivers quality service, understanding the impact of service on future compliance including continuous improvement.
  • Proven corporate team working experience across corporate business streams.

Desirable:

  • MRICS qualification highly desirable but not essential as candidates with relevant commercial property experience will be considered.
