The Economic Infrastructure Directorate is responsible for some of the largest, most complex and riskiest programmes and projects delivered by the Welsh Government.  The Business Solutions division within the directorate is a customer facing team that is commercially focused, creating innovative mechanisms for the delivery of financial and commercial packages to enable the delivery of projects

Educated to degree level and with a relevant professional qualification the post-holder will provide commercial leadership of projects and will bring experience of managing large or complex property developments.  Candidates will have a background in the commercial property sector and possess demonstrable commercial expertise gained at a senior level and also be able to evidence the ability to employ strong analytical skills and high levels of creative thinking in problem solving.

Key Tasks will include:

  • Advising internal clients on private sector led property solutions for companies and projects
  • Implementing state aid compliant funding mechanisms to support the development of property packages for companies, such as head leases, guarantees, project finance loans etc
  • Negotiate Joint Ventures (contractual, incorporated and informal) with public and private partners and secure third party (off balance sheet) debt finance
  • Work with the owners and promoters of major projects in order that projects advance to a stage where they are “Investment Ready”. Subsequently work with colleagues in Welsh Government and at Department of International Trade to promote those projects to prospective Investors.
  • Develop and maintain a range of productive relationships with Investors, Developers and Property Owners with the objective of building an understanding of market opportunities to deliver projects that have a benefit to Wales and which align with Government policy and priorities.
  • Negotiate Property acquisitions, disposals leases etc. and subsequently instruct and manage external advisers including valuers and lawyers.
  • The post holders will provide an outstanding problem solving service to internal and external customers and will provide an agile and rapid response to major inward investment and indigenous companies in developing delivery solutions that enables businesses to invest and grow in Wales.
