Macdonald & Company is currently working with a central London local authority to locate a Senior Asset Management Surveyor to join their team. The sucessful postholder will:

  • Support and assist development and implementation of the council's asset management plan, property strategy and capital strategy.
  • Ensure maximum return from council assets through robust reporting on property performance.
  • Manage the council's asset management planning process and to ensure that it is embedded as a corporate or whole organisation activity, as is part of the business planning process.
  • Support and provide senior leadership to the Asset Management Team in producing an Asset Management Plan, Property Strategy and Capital Strategy through a robust programme of asset challenge and reviews.
  • To promote, develop and sustain good practice in asset management within the organisation and with Council partners.
  • Develop and lead on stakeholder engagement ensuring day to day operations are aligned with the Council's Corporate Property Strategy.
  • Undertake high performance asset management functions and tasks as set by Director for Property and Head of Asset Management.
  • To support the staff in the Asset Management Team, to deliver a high quality, cost effective, customer focused service to the council and its stakeholders, progressing short, medium and long term strategy, plans and outcomes.

  • Working with the Head of Asset Management to manage the asset management process with support from the Asset Management Surveyor Team, to ensure that the council achieves a high level of performance in asset management against RICS, CIPFA and OGC guidelines.

  • Working with the Head of Asset Management to co-ordinate a programme of property challenge reviews based on public sector asset management guidelines such as those produced by RICS and the Office of Government Commerce.

  • To ensure property performance data and information is reported to senior managers, Stakeholder Board, Property Board, Management Board and members in order to guide the use of resources.

  • To actively seek and recommend cost effective and suitable property solutions for the Council as when requests for the same occur

  • To ensure government policies, guidelines, initiatives, and efficiency targets are identified and applied to the use of council property resources.

  • To ensure guidance notes and policies are developed for the operational property function, including suppliers, based on best practice asset management.

  • Working with the Head of Asset Management to ensure the council's service plans form part of and influence the individual property asset management plans.

  • To support reporting to the appropriate Board, the performance of the operational portfolio including the implementation of the strategy, asset programmes, the capital programme, space utilisation, sufficiency, suitability, cost of property per FTE, carbon per m2, energy, rates, maintenance costs per portfolio, cost of leasehold property etc and to benchmark performance.

  • Working with the Head of Asset Management to ensure regular audits on the performance of the Asset Management function are undertaken through a recognised organisation such as RICS, CIPFA and to manage improvements needed in moving to a high performing asset management function and process.

  • To ensure the constant review of the operational portfolio with the aim to identify under-utilised or under-performing property assets for option appraisal for their future use or disposal.

  • To manage client relationships with services and partners and to manage these relationships and assist with developing Service Level Agreements where necessary and improving customer satisfaction.

  • To ensure there is a fair, transparent and consistent processes in place for assessing business cases and value for money on any proposals or projects that involve property.

  • To be responsible for a number of property consultancy suppliers whom provide substantial strategic asset management, property management and transactional support.

  • To write or contribute to cabinet reports, departmental contract board reports, contract review board reports, briefing notes, external enquiries, committee reports, as required.

  • Working with the Head of Asset Management to lead the positive promotion of Property and raising Property awareness through the organisation.

  • To assist the Head of Asset Management with the ongoing review of the council's operational holdings with the aim of improving utilisation, providing flexible property in the right location, and releasing potential disposal opportunities, whilst maintaining the quality of services provided from the buildings.

  • To carry out any other projects, duties or tasks set by the Director of Corporate Property to meet the aims and objectives of Corporate Property or the council.
