Project Manager/Surveyor opportunity with Gwent Police Estates Department, Permanent, £30,000 + benefits


Your new employer
Gwent Police has commenced a programme of Estate Strategy Works over the next 10-15 years that will change the existing Police Premises from the existing Victorian and 1960's Estate to modern Police Hubs in strategic locations and modern Police Spoke buildings within the communities of Gwent.

Your new role
As the Project Surveyor, you will see projects through from the construction and commissioning process which will involve positive engagement with the Project Team staff to refine the work space as well as facilities and services for the building users.

Examples of the project pipeline include;

  • Construction of new HQ building of 5000m2 and the relocation of all staff and services and the demolition of the existing building
  • Torfaen hub - the development and construction of a new central Torfaen Police Station with a custody unit and training facilities.
  • New small offices with public access in Cwmbran and Pontypool.
  • North Monmouthshire Hub - the extension and remodelling of Abergavenny Fire Station to provide accommodation for the local Police teams.


Gwent Police Estate Department require additional professional support to assist with and progress these schemes and to undertake client side technical Estate and premises Project Management duties such as;

  • Meeting with Senior Officers and staff who use premises to discuss and schedule their requirements for accommodation and facilities. Ability to challenge requirements as appropriate to ensure that accommodation is not over supplied or over specified - convert this information into briefing documents for Designers, Project Managers, Contractors, IT, Building Users.
  • Undertaking evaluations on the existing estate and potential new premises to include feasibility reports on suitability, works, costs, programmes and preparing sketch schemes to explain space and use.
  • Preparing detailed reports for the approval of premises and works with costs, programmes and recommendations and being able to deliver this information to an executive level in both written and verbal format.
  • Project Management of client side premises on staff relocations to include Communications and Briefing, Space Planning, Furniture (new and disposal), IT, Phones, Printers, Copiers, Agile Working, Risk Assessments, Fire Safety, Equality Issues, Welsh Language Act, Signage.
  • Project Management of new build, refurbishment and re-modelling to include briefing designers and contractors on requirements and managing client side issues that include temp relocations of staff, temp closures of premises, health and safety, keeping premises open and operational during works
  • Estate Projects receive regular Audits from external Agencies and compliance with all premises regulations and Financial Standing orders is required
  • Attending executive level Board meetings to present on Estate Strategy matters.


What you'll need to succeed
Qualifications

  • Degree/HND in Estate / Building / Construction Management or equivalent
  • Prince 2 Practitioner Certificate or relevant knowledge and experience of project management

Experience

  • Previous management experience and experience of operating within a strategic environment balancing the needs to differing stakeholders
  • Experience of implementing Estates related projects including the commission and decommission process
  • Experience of managing resources eg: budgets
  • Must be self-motivated able to constructively challenge and have the ability to influence senior leaders/stakeholders
  • IT literate in particular in the use of Microsoft packages Word, Excel, PowerPoint and Project.


Knowledge

  • Must be able to demonstrate knowledge of the implementation of capital estates programmes.
  • Knowledge of agile working principles and how these can influence estates project design and implementation
  • Knowledge of relevant policies and procedures in relation to Estates project implementation
  • Demonstrate knowledge of issues and constraints facing the Police Service

You will be subject to enhanced security checks prior to appointment in this role.

You will be permanently employed by Gwent Police on a salary scale from £28,353 - £30,195 with annual pay increments every April, 27 annual leave days (rising to 30 days after 5 years service) in addition to bank holidays, flexible working hours scheme.
