Job Details

Platform Housing Group owns and manages over 45,000 homes across the Midlands, with a portfolio that includes social and affordable rent and shared ownership houses. The group has G1 governance and V1 financial viability ratings from the Regulator of Social Housing and is currently the largest housing association builder of affordable homes in England, completing 1,448 new homes in 2019/20.

It is a very exciting time for Platform’s Development Team with its ambition to achieve over 2,000 homes a year. 

As part of that effort, the Group has recently undergone a restructure exercise with the  Group Leadership. The result is that a new tier two level has been created (the Senior Leadership Team) which has introduced a number of new Directors to provide support to the Executive Team.   

The main purpose of the new SLT is to work in partnership with the Executive Team to provide leadership of the Group.  The SLT will take a strategic, technical lead but are also expected to work collaboratively as a team to ensure the day to day running of the business.  

Director Land, Partnerships, Business Development – Key Responsibilities

 

  • Be responsible for leading and managing the Land, Partnerships & Business Development function.
  • Regularly monitor and take action in relation to engagement levels of the Land, Partnerships & Business Development team and wider Group.
  • Strategic and operational land planning and regional growth
  • Land acquisition to fulfil a five year operational land supply and strategic land opportunities – to meet or exceed the corporate plan.
  • Successfully secure planning applications and appeals.
  • Identify and secure suitable S106 opportunities.
  • The identification and implementation of joint ventures and partnerships, with local authorities, housing associations, private developers and investors.
  • New business development from inception to successful hand over to delivery teams.
  • To establish and deliver a programme of construction innovation including MMC, Zero Carbon, Multi-tenure product range design, sustainability and local employment.
  • The appraisal of existing land holdings for regeneration of existing estates, infill, densification, land assembly, mixed use development or disposal.
  • Design strategy - estate planning, transport planning, open space and amenity provision, design standards
  • Network management of national planning agencies, planning forums, land agencies and land vendors
  • Planning, setting, monitoring and effectively managing relevant budgets for the team, in line with delegated authority guidelines and financial standing orders.
  • Ensure that value for money principles are applied to any purchases and maximise efficiencies wherever possible.
  • Oversee the Value for Money action plan for the function, ensuring this is kept up to date at all times. 

Person Specification

Qualifications

  • Educated to degree level or equivalent

Experience    

  • Minimum of 5 years commercial house building for open market sale – 50 to several thousand plots
  • National or Large scale regional development
  • Extensive experience of working in partnership with senior managers to achieve results
  • Site identification, site analysis and appraisal reports, development appraisal, producing scheme outlines and managing the bid process
  • Leading design team consultants to develop effective developments, houses & apartments, commercial premises, transport infrastructure and public open spaces
  • Experience of understanding and managing complex risk and compliance matters for an organisation    Experience of developing and embedding continuous improvement strategies within a directorate.    
  • Proven experience of developing performance strategies, for differing audiences and stakeholders.    
  • Previous experience of developing and implementing strategic and operational plans
  • Managing a team of land buyers and land managers    
  • Multi-tenure scheme viabilities including commercial property    
  • A proven track record of delivering results in a fast paced and changing environment
  • Initiating, analysing and making use of appropriate market intelligence to inform  development schemes and business decisions    
  • Experience of budget forecasting and management

  • Flexibility of working hours to meet deadlines as necessary    
  • Ability to travel between offices as necessary
