Interviews for this post will be held on Friday 14th May. Please note this role is part office based, 1 to 2 days a week, with the rest working from home or on site as required.

About us

At Essex County Council (ECC) we’re already making plans to ensure our long-term economic recovery. We’re ambitious to create a greener, more productive and fairer economy that is stronger and more resilient than ever before. We want to ensure Essex remains the place to live, work and enjoy – now and in the future. This last year has made us even more determined to succeed. And your role will be pivotal in creating the best, and safest, environment for our people to achieve in.

About the role

Overseeing the wider management of a £1.7bn estate covering around 350 buildings from libraries to County Hall, and around 1,500 sites, your challenge will be to drive value out of the sites while supporting service delivery. And this is your opportunity to deliver this agenda at one of the largest UK local authorities.

Your primary focus initially will be on how we return to our offices post COVID-19 restrictions. Bringing fresh ideas and initiating different ways forward with property, you’ll dispose of outdated unneeded assets, generate new opportunities and get things moving.

Driving forward our New Ways of Working programme to deliver a more modern, fit for purpose estate and enable significant financial benefits, you’ll lead on the property strategy and inform future development. You’ll be the go-to expert for Performance, Investment and Delivery colleagues, identifying, validating and challenging capital delivery opportunities. We have a big capital receipts target to hit and, rationalising our estate, you’ll help us meet it.

Knowledge, Skills & Experience

While you’ll need to have RICS membership, this role is more about your relevant experience and problem-solving approach than your qualifications. Property can be a contentious, highly political area, and so you’ll need determination, resilience and excellent stakeholder management skills.

Your experience should include:

  • Delivering a property strategy with clear commercial benefits and outcomes, ideally within the private sector.
  • Leading a Property Management service and managing day-to-day transactional activity.
  • Working in a complex, multi-stakeholder environment with a diverse property terrier.
  • Contract and project management.

Benefits

We’re proud to offer an excellent benefits package to all our employees, including a local government pension, flexible working arrangements, generous annual leave and a range of discounts and loans.

As part of employment with Essex County Council should your role require a DBS check you will be required to register with the DBS update service. The DBS update service ensures all registered DBS certificates are kept up to date and allows authorised parties to view the status of your certificate. This is an annual subscription and you will be responsible for ensuring this is maintained.

Essex County Council is proud to offer an excellent benefits package to all its employees.

Essex County Council is committed to safeguarding and promoting the welfare of children and vulnerable adults and expects all employees and volunteers to share this commitment.

We seek the best talent from the widest pool of people as diversity is key to our success.
