To help achieve this aim government has committed over £20 billion of capital invested and managed through Homes England. Homes England provides loans to our partners through a range of structured and development finance products including senior and mezzanine lending to enable infrastructure investment, growth opportunities for SMEs and unlocking new housebuilding at a strategic scale. Through our equity investment we are leveraging substantial institutional investment into housing, manages a number of loan guarantee schemes and the biggest affordable home building programme in a generation alongside unprecedented initiatives to open up the market. The Agency is undergoing significant change to position itself to meet the challenge and deliver on behalf of government and the Director, Loans is a critical role to shape, lead and deliver this ambition at an exciting time for the organisation.
We are looking for a Director of Loans to lead a team of 70 lending professionals and bring their extensive and relevant experience of corporate real estate lending in a suitable senior leadership role for a financial services or similar lending organisation.
Your demonstrable leadership ability and strategic business planning skills will be essential to your success in this role. You will be experienced in engaging with market players across the associated disciplines, including managing relationships with sophisticated real estate companies, and have an established network in the sector.
A strong track record of delivering results and business plans, within an agreed risk framework and meeting expectations of senior stakeholders whilst working on strategic and complex projects delivered by the public and/or private sector will also be important. Our lending activity is genuinely diverse with loans from £200k to £200m - we work with organisations and projects of all sizes with a real focus driving additional outcomes whilst demonstrating robust underwriting and achieving value for money. Therefore broad experience across the lending landscape in real estate and structure finance is preferable.
Experience of managing and delivering organisational change in a complex and challenging environment and leading professional multi-disciplined teams.
This is a unique opportunity to provide strategic leadership for an ambitious government agency. Homes England is a national agency with 9 offices throughout England, of which 5 are in the north, and its Head Office in Coventry. The successful candidate can be based in London or one of our principal national offices with travel to all offices, partner locations and sites on a regular basis.
As a member of the Agency’s Senior Leadership Team, you will contribute, shape, participate and engage in the successful delivery of the Homes England strategic direction, and the investment policies and business plan for the Agency. The flagship Home Building Fund has financed over 30k new homes to date with a growth plan that will see the delivery of over 70k more in the coming years, with significant funding secured for development, structured and infrastructure lending products to support governments strategic housing objectives.
Supporting Government’s housing agenda, as the Director of Loans you will be responsible for leading our established teams to develop, originate and deliver a portfolio of loan products to help address lending constraints faced by strategic place makers as well as low and medium volume house builders as a consequence of lender retrenchment in the private sector market. We seek to bridge the gap through our funding interventions, addressing the market failure, and supporting the delivery of much needed additional homes by new entrants as well as established developers and growing SMEs.
Working with colleagues in the Investment Directorate and across the Agency, you will be involved in our collaboration with private sector lenders, where we seek to increase the supply of liquidity to the market by sharing risk exposure and facilitating lending that would otherwise not happen. Our strategy seeks to support a more resilient and productive supply chain through finance for new entrants and digitally enabled manufacture (modern methods of construction) and providing funding to unlock and accelerate strategic delivery of new homes and places through longer term infrastructure finance.
But this isn’t just about money, we want to sponsor real change in the ability of our customers to become “finance ready”. There is an ambition to support the training of SMEs and new entrants so that they become bankable by the private sector sooner. This is likely to be developed in partnership with the trade bodies as well as Ministry of Housing, Communities and Local Government.
A critical part of this role is ensuring national investment and housebuilding targets are achieved through Homes England’s lending activity, delivering to business plan budgets and within the required timescales.
Building and maintaining strategic and effective relationships with trade organisations (Homebuilders Federation and Federation of Master Builders amongst others), senior officials in Ministry of Housing and HM Treasury, and the wider Development sector is an important element of the role. Understanding the dynamics of the marketplace, and where there is failure in the provision of support to the sector by market players informs the strategic direction of the Agency, including the targeting of our funds through new products and sub-sectors.
This is a rare chance to inform and support the Agency’s strategic plans and wider transformation; encouraging a learning culture focussed on improvement and high performance.
