The Company

A leading developer with a passion for creating successful and sustainable places to live is seeking a Development Manager or Senior Development Manager to lead a really exciting and complex residential-led mixed-use, two acre site in zone 1. 

The Role

  • To manage all planning/ development matters through all phases of the project. Including (but not limited to) all consents, pre-start obligations, conditions, CIL,  3rdparty consents, stakeholder and community engagement and other associated site strategies (commercial, meanwhile, community).
  • To seek added value and optimisation opportunities through the planning and design process to improve existing financial metrics.
  • To take ownership and responsibility and effectively report progress and key decisions to the Pre-Development Director and wider Board.

Responsibilities:

  • Advise on the need for specialist consultants through planning process and provide briefing, co-ordination and liaison as required. Draw a shortlist, interview and recommend consultants prior to formal appointment.
  • Manage consultant budgets and be responsible for approving invoices. Liaise with the Finance Manager as required to manage fee spend.
  • Meet the LA to discuss any planning matters having considered strategy carefully and negotiate and agree any associated pre-application or planning performance agreement fees as required.
  • Lead the Design Team Meetings/ Workshops and ensure agendas, minutes and actions are managed effectively.
  • Review and consider any RMA submission and communication strategy to ensure a smooth planning process. Awareness of all conditions, required s96a / s73 applications and other site wide strategies and lead on these.
  • Manage the selected public relations firm on any required local consultation prior to submission with Councillors, amenity groups and other statutory bodies.
  • Manage internal reporting deadlines and arrange and lead Executive Design Team Meetings /Management Project Review meetings as required.
  • Ensure that the Project Team remain clear at all times on all programme dates, key milestones and deliverables.
  • Work closely with the consultants on all external material, obtaining Management Team sign off throughout the process ahead of submission or presentation to the LPA, SDC, GLA and all other key stakeholders.
  • Review all draft planning and design material / documentation and ensure comments are returned in good time for the Project Team to update their information prior to formal submission.
  • Monitor and manage the application during the validation and determination periods, attending all meetings with the LPA or key stakeholders as required. 
  • Negotiate with the LPA to resolve planning issues in order to achieve approval. 
  • Closely liaise with the LPA to assist in the preparation of any Officer reports and lead on any required briefing to Committee Members and/ or attendance at planning committee.
  • Ensure CIL liability is dealt with in a timely manner working alongside the CIL specialist.
  • Lead on site wide strategies working closely alongside and obtaining input from internal teams/ external 3rdparties. Including commercial priority strategy, meanwhile strategy during construing, art/s cultural strategy (if required) and a community strategy in line with the company's Vision and commitments.
  • Keep fully up to date with market and planning information.

Technical Competencies:

  • MRTPI, MRICS or RIBA Qualified.

Ideal Attributes

Candidates need to be commercially minded with a minimum of 6 years’ experience in residential led mixed-use development in London or working in a Development Consultancy team. 

Planning procedures, development control and building regulations requirements

Candidates will need to have strong communication skills and be able to effectively engage with in-house and external consultants/experts. Be a key contact and resource for different teams and stakeholders.

Full and clean driving license and UK passport is required
