Join our property team to establish and run Crown Estate Scotland’s Portfolio Management Office to create a single, central support structure within the organisation.

Crown Estate Scotland has an exciting opportunity for a Manager of the Portfolio Management Office to join our team on a full-time permanent basis.

Our work can be categorised into four roles:

  • Investor – investing in, for example, property development like the Montrose ZeroFour project, to enhance value as well as building external partnerships and supporting staff.
  • Enabler – empowering others supporting local plans and projects, providing access to property and helping address barriers to sector growth.
  • Asset Manager – managing leases and agreements with tenants as well as direct management of forestry.
  • Coordinator – supporting other Scottish Crown Estate managers by, for example, coordinating spatial information.

About the role

The successful candidate for this new role will work an exciting range of activities such as:

  • Developing and implementing the terms of reference for the Portfolio Management Office.
  • Working in conjunction with key stakeholders to create strategies for the effective planning, monitoring, and delivery of the portfolio.
  • Assuring the overall integrity and coherence of the portfolio.
  • Providing strategic oversight support for the Property Board.
  • Designing, challenging and agreeing management dashboards.
  • Providing an ongoing health check of the portfolio/programmes by reassessing whether the programmes/projects continue to meet overall strategic objectives.
  • Establish framework agreements for the purchase, roll-out and maintenance of Crown Estate Scotland’s wide project portfolio management tools, training, and consulting.
  • Keeping abreast with the industry and evaluating the effectiveness of new project management tools and techniques.
  • Supporting the Director of Property to deliver quality project portfolio management across Crown Estate Scotland, enabling delivery of Programme priorities.
  • Embedding programme level standards across all areas of programme management including risk, planning, governance, reporting, information management, assurance and finance.
  • Acting as an escalation point within Crown Estate Scotland for issue and risk resolution.

There will be a requirement for occasional off-site meetings and trips to different parts of the Estate (e.g., rural areas, coastal locations etc).

The starting salary will be £48,513.12 with potential for future progression as well as eligibility of annual cost of living rises. The maximum salary for this role is currently £59,195.22. The role also benefits from 25 days’ annual leave, increasing to 30 days after four years’ service, plus 11.5 of public/privilege days. Crown Estate Scotland encourage flexible working and operate a discretionary flexi-time scheme. This role offers participation in the Civil Service pension scheme. Contribution levels for the scheme are currently 5.45% employee contribution at the entry salary for this role whilst Crown Estate Scotland contribution levels are 27.9%.

About You

Candidates for this role should:

  • Hold a qualification in a relevant subject.
  • Have relevant Programme/Portfolio Management experience and have previous experience in establishing and running a successful Portfolio Management Office.
  • Be able to demonstrate strong leadership and management skills including strong project portfolio management or strategy/business planning skills, to ensure the integrity of the portfolio/programmes and projects.
  • Be able to build and maintain effective working relationships with senior managers, the programme and project teams and any third-party service providers.

You will have the following qualities, which are key to success in this role:

  • Be able to work well under pressure and deliver tight deadlines.
  • Be proactive and adopt an inquisitive approach to work.
  • Confidence in using Microsoft Office products (such as Outlook, PowerPoint, Word, Excel, Sharepoint, MS Teams).
  • Good presentation skills – written and verbal.
  • Excellent work ethic and highly motivated to achieve results.
  • Be able to influence others and establish credibility within an organisation quickly.
