Role Description:

Two fantastic opportunities to join Network Rail as a Senior Surveyor:-

Senior Surveyor (Development):

The Development team’s role is to provide high quality professional property services to support the railway.  This will include

* advising on strategies for rail industry land requirements in station regeneration projects and the sale and purchase of land to facilitate such projects.  This is in conjunction with third party landowners, developers and Councils

* the creation and implementation of Estates Strategies to support the provision of the accommodation required for the maintenance of the railway.   and

* adding value to surplus land by developing, up to pre-app stage, schemes on surplus land prior to sale for capital return.

We are seeking an experienced Chartered Surveyor with a demonstrable track record of project management, good Development process knowledge, track record of value creation on surplus property and analysis and consolidation of property portfolios. 

The role will be based in Stratford, London with travel throughout the Region.  

Senior Surveyor (Freight)

This is an exciting opportunity for a senior surveyor to manage one of Network Rails most important Freight Portfolios.

Responsible for managing the Freight Estate sites, the role is tailored around the growth of rail freight, maintaining excellent customer relations with the freight customers, whilst driving up rental income and assisting NR is achieving its Freight Growth plan, by exploitation of its assets, increasing revenue to Network Rail. The role involves managing high profile sites such as Bow in Stratford.

Both roles will deliver an effective and efficient property service to support delivery of a safe, efficient, reliable and sustainable rail service. To optimise performance of land and property in order to increase Property’s financial contribution to the company’s rail operations and to improve service to it’s customers.

About the role:

Key Accountabilities of the Development role:

1. Establish and lead on projects and contribute to existing schemes.   Implement different approaches to site disposal to ensure Network Rail and the rail industry achieves the best outcome in terms of station enhancements, housing numbers and site value from disposals.  Projects will range from simple to complex.

2. Demonstrate high level of project management skills by achieving key project achievements in accordance with the approved programme

3.  Process will range from site identification, separation of site from operational railway, marketing and developer/purchaser selection process through to completion of all documentation for a transaction.

4.  Undertake discussions and negotiations with internal and external partners relating to development schemes and through these, facilitate the successful completion of the required approvals

5.  Instruct legal advisors to prepare relevant documents required for developments and disposals including contracts, land transfers and development agreements.

6.  Delivery of financial targets in line with forecasts and feeding into forecast for both cashflow and capital receipts with maximum accuracy

7.  Develop and Implement effective property strategies for the provision of Region wide Maintenance Depot facilities to support the maintenance of the railway.  

8.  Develop and maintain effective working relationships with internal colleagues, consultants and external bodies to ensure an efficient and effective delivery of projects.

9.  Provide leadership on a range of property issues and provide support to the wider team including the management and training of junior team members.

  Key Accountabilities of the Freight role:

1.  Assist in the delivery of new freight or rail sites to meet customer demand and generate new traffic

2.  Contribute to the maximisation of the income potential of the portfolio through the management of the rent review and lease renewal process.

3.  Undertake valuations, negotiations, service of notices, instructions for rent review and lease renewals.  Liaise with Network Rail’s solicitors and external solicitors as appropriate.

4.  Assist in the undertaking of Network Rail’s obligations as a landlord including enforcement of tenants’ covenants.  Assist in making certain that all properties are maintained so as to minimise risk to Network Rail’s operational infrastructure.

5.  Deliver good quality estate management of let and void properties to minimise risks to Network Rail’s Infrastructure.

6.  Manage tenant credit control, service charges and tenants issues and queries on a day-to-day basis.

7.  Contribute to the identification of investment and revenue opportunities to maintain or enhance the physical quality and improve the revenue potential of the estate.

8.  Manage completion of required documentation in a satisfactory and timely manner.

9.  Assist in the management of the property portfolio in compliance with statutory legislation, best practice and professional principles.

10.  Develop and maintain appropriate liaison with contractors, local authorities and within Network Rail to deliver effective management of the portfolio.

11.  Undertake the role of Client Representative under CDM Regulations on behalf of Network Rail in line with company standards.

12.  The role may involve some line management duties as necessary for the role.

Essential Criteria:

•  Educated to degree level or equivalent
•  MRICS/FRICS qualified
•  Range of Sales, Development and Estate Strategy experience
•  Well-developed Property and Asset Management skills
•  Wide range of General Practice surveying experience
•  Excellent communication and influencing skills
•  Proven negotiation skills at senior level
•  Proven experience of managing complex property transactions
•  Experience of stakeholder management
•  Strong presentation skills
•  Good at developing and maintaining strong commercial relationships in a        customer service environment
•  Knowledge of the built environment including CDM
•  Full driving licence

Desirable Criteria:

•  Understanding of the rail industry and rail legislation
•  Experience of working within multi-disciplined Infrastructure Project teams
•  Commercial and/or Operational railway industry and rail freight lease experience
