An exciting opportunity has arisen for an experienced Head of Estates to provide leadership and management to the Council’s Estates Team.

Tameside is a place that’s perfectly positioned for growth. Ideally located between the bustling hub of Manchester and the stark beauty of the Peak District National Park, we offer an ideal location for easy access to the city and the countryside. And with some of the largest pockets of land in the Greater Manchester area available for development, it really is a fantastic canvas for regeneration and growth.

The Council’s property estate is extensive and diverse which includes 2,979 interests comprising 482 operational assets including town halls, libraries, schools, depots, community buildings, sports grounds, and parks. Plus, the non-operational and investment estate comprising 1,470 assets including surplus buildings and land, leased land and buildings, industrial estates, sports clubs, and shopping centres.

The Council’s Estates service provides a complete in-house professional property and valuation advisory service to the Council. The team delivers the full suite of general practice surveying services, ranging from valuations, disposals and acquisitions, new lettings, commercial estate management, compulsory purchase & compensation advice, and management of the Council’s land ownership records.

Reporting to the Assistant Director for Strategic Property you will lead and manage the Councils Estates service.

You will be the professional valuation lead and manage preparation and completion of the organisation’s statutory and mandatory valuation processes with the Council’s internal and external valuation experts.

You will provide a lead for complex valuation advice to Council departments and promoting the corporate use of the property assets across the Council. Provide a lead for high level valuation, management and negotiation for the acquisition, review, and disposal of all types of land and property.

You will manage a team of professional staff and consultants, undertaking developing plans and appraisals on a regular basis and identifying training needs in accordance with the service.

As a member of the Strategic Property Service’s Management Team and the Place Directorate’s wider Management Team you will play a key role in the delivery of Council and Place Directorate priorities, transformation of our property functions, integrate existing services and build new teams. You will support the implementation of a Strategic Asset Management Plan and delivery of all the Council’s projects and programmes.

You will work with a wide range of partners and stakeholders, across the Greater Manchester Combined Authority, to achieve optimum results for Tameside Council and its residents.

A qualified and experienced Estates professional, with significant experience in project delivery in an equivalent public sector organisation, you will be able to work at pace with enthusiasm and drive and be able to engage with and influence a range of partners at all levels.

Tameside Council and Tameside and Glossop CCG

GROWTH DIRECTORATE

Tameside Borough Council is embarking on a programme of radical change to meet the challenges of modern local government, public service reform and integrated health/social care.  Fast paced improvement across the Council and the Tameside and Glossop CCG is being driven by a highly motivated, integrated leadership team, who are pushing the boundaries to dramatically change culture, modernise services and identify innovative ways to manage service demand.

Our Director of Growth has undertaken a review of the directorate’s services and is restructuring to align the resources with the Councils priorities.

Over the next few years a brand new garden village of 2,350 homes at Godley Green, a huge employment site at Ashton Moss and a business quarter will come to fruition in the borough. There are also plans to regenerate five town centres, bring forward major investment in infrastructure, develop the education estate, and deliver the aspirations of the Councils Strategic Asset Management Plan to utilise the Councils Land and Property to achieve Employment, Economic Growth and Housing.

Tameside Council’s overriding challenge is to guide these developments in a way that meets its aspiration to drive inclusive growth that benefits all of its diverse communities.

A new Local Plan will provide an opportunity to deliver high quality, sustainable developments that will really make an impact for current and future generations.

There are also schools and the corporate operational and commercial estates to build and maintain a Climate Change Emergency and the effects of Covid on the economy and the way we work to address.

‘It’s an exciting period for Tameside, there’s so much happening. That is why we think this is an exciting opportunity to join a new team with an ambitious and bold work programme – it is a great time to join us.
