Planning and Enabling Manager

Application closing date: 10/11/2024

We expect to hold interviews week commencing: 18/11/2024

A bit about the role...

Working in our Central Development Planning and Enabling team, the Planning and Enabling Manager will play a critical role in delivering residential led/mixed use development projects, de-risking and securing planning certainty (including masterplanning/consents/S106 agreements and planning conditions), and ensuring key objectives related to design and quality of place, social value and levelling up are achieved.

You will assist with delivering a portfolio of complex development projects of varying scale and be required to take an innovative and creative approach to resolving complex planning, technical and legal issues.

You will also at times support acquisitions colleagues in assessing planning and development risk and help to prepare project delivery strategies. You will support disposal colleagues in assessing tenders and layouts to ensure compliance with the planning framework and quality standards set for our schemes. You will be joining our large, friendly, experienced and highly skilled team, who are committed to making positive change and supporting how the Agency delivers its overarching Mission.

This is a rare chance to shape the future of the Central area (East and West Midlands) in a fast growing, national organisation with real social purpose. Working positively with key stakeholders and partners, appointing specialist consultants, and working with a range of professional multidisciplinary internal professionals, you will ensure efficient, consistent and effective resolution of delivery challenges. You will have the opportunity to support the wider sector to tackle the housing and regeneration challenges faced by communities around the Country, to enable the delivery of new homes and housing-led, mixed use, regeneration and development.

The role will support the design and delivery of key strategic projects across the Midlands. There are a number of ambitious projects to get involved with and this is an excellent opportunity to balance day to day delivery whilst bringing innovative solutions to the Central Development Team offering.

A bit about you…

You'll be comfortable supporting the Central development team (as well as working with the wide range of Agency teams such as investment, markets, places and partnerships, legal, technical services, risk and commercial) with complex planning and development issues, aiming to help shape, and then deliver, the Annual Business Plan. You will be proficient in project management, town planning and design, and technical delivery matters. You’ll also have experience in collaborative working with a range of stakeholders and internal staff.

Delivering on a mission as bold as ours isn’t always easy. You will be resilient and comfortable managing stakeholders and your discussions will always be shaped by a good understanding of the commercial and operational impact of what we do as a Central Development team. You will enjoy working in an innovative, fun and engaging way and be able to negotiate and persuade.

As an experienced development professional you’ll understand how to manage colleagues and be able to demonstrate you can work with others as part of a team in a collaborative, inclusive way.

Who are we?

Homes England, the government’s housing and regeneration agency, plays a central role in tackling the housing challenges the country now faces. We have the appetite, influence, expertise and resource to drive positive market change, and our mission is to ensure more homes are built in areas of greatest need, improve affordability and create a sustainable housing market.

Following the publication of the government’s Levelling Up White Paper, Homes England has also been tasked with a core role in spearheading regeneration, partnering with places to reduce economic disparity, empower local leaders and create equal opportunities across the country to ensure communities reach their full potential.

We would encourage all applicants to apply as soon as possible as we may close vacancies early should we receive a high number of applications.

We also encourage you to apply using the full application option as opposed to quick apply, this is especially important if you would like to indicate to us that you would like to be considered under the disability confident scheme.

If your application is shortlisted to interview we will require you to provide proof of your right to work in the UK at that stage.
